Community College Services Team

Marc Cayabyab joined TASB Community Colleges Services in November 2022 as a staff attorney. Cayabyab provides legal advice to Texas community colleges and reviews and analyzes community college policies based on legal developments. He also assists in training and educating community colleges on best practices through presentations and written materials. 

Cayabyab previously served as a staff attorney for the state’s environmental and public health agencies. He earned his bachelor’s in government from The University of Texas and his law degree from the University of Houston Law Center. 

Cayabyab provides consulting, policy development, and maintenance services to localized community colleges.

Amy Magee became the TASB Director of Community College Services in 2018, after serving as an attorney in TASB’s Legal Services for 14 years, most recently as Community College Counsel. As director, Magee oversees the activities of the department as well as provides support to TASB’s community college members and TASB’s other service areas that assist the colleges.

Magee provides legal advice to the community colleges and develops and reviews their legal and local policies. She is a frequent presenter at local, regional, and statewide training events on a number of legal topics affecting community colleges, including governance, business, employee, student, and community issues. Prior to exclusively serving the colleges, Magee also worked with TASB’s school district members, providing legal advice and education and policy development services.

Magee received her bachelor of science in psychology with University and Foundation honors from Texas A&M University and her law degree from the University of Texas School of Law. She is on the board of the Texas Association of Community College Attorneys and is a member of the State Bar of Texas school law section and the Texas Council of School Attorneys.

Scott Rizzo joined TASB Community Colleges Services as a Policy Specialist in 2019. In this role, Rizzo advises Texas community colleges on policy issues, analyzes community college policy, and assists in the development and maintenance of up-to-date and legally viable local policies for community colleges.

Prior to joining TASB, Rizzo worked at several institutions of higher education in advising, testing and evaluation, and document creation, editing, and proofreading. Most recently, Scott worked for the school performance review team of the Legislative Budget Board, where he wrote and edited comprehensive reviews of struggling Texas school districts.

Rizzo earned a Ph.D. in Higher Education from the University of Georgia (Athens), an M.Ed. in Educational Leadership from Florida Atlantic University (Boca Raton), and a bachelor’s in history from the University of Florida (Gainesville).
